Background of the SPTC-JPA
The original purpose of the Sacramento Placerville Transportation Corridor Joint Powers Authority (SPTC-JPA) was to provide for the acquisition and preservation of the Southern Pacific Transportation Company's (SP's) Placerville Branch railroad, and to provide reciprocal use agreements for transportation and transportation preservation uses as may be desired by the SPTC-JPA's Member agencies.
The SPTC-JPA is a public entity originally formed in 1991 with the goal to purchase 53 miles of the Placervile Branch right of way from Southern Pacific (SP). There are four Member Agencies of the SPTC-JPA:
The SPTC-JPA is funded by each Member agency contributing an equal share towards an annual Operating Budget approved by the SPTC-JPA Board. The SPTC-JPA Board schedules four Board Meetings a year on a quarterly basis and consists of five Directors. Four of the Directors are appointed by the Members Agencies of the SPTC-JPA, including the RT Board of Directors, the Sacramento and El Dorado County Boards of Supervisors, and the Folsom City Council. A fifth Director at Large is selected by the four appointed Directors, and the current Director at Large is Rancho Cordova City Councilmember David Sander. Although the SPTC-JPA purchased the right of way from the SP in September 1996, the SPTC-JPA is an ongoing agency with the purpose of preserving the corridor for transportation uses and overseeing property management.
