Statement of Purpose

The purpose of the Joint Powers Agreement for the Acquisition and Preservation of the Southern Pacific Placerville Branch Railroad Right-of-Way is: "to provide for the acquisition of the Southern Pacific Transportation Company’s Placerville Branch ("Placerville Branch"), and to provide reciprocal use agreements for transportation and transportation preservation uses as may be desired by the [member] agencies through the creation of a joint powers authority." Upon the acquisition of the Placerville Branch in 1996, the SPTC-JPA and its member agencies entered into the Reciprocal Use and Funding Agreement “to establish their joint and severable rights and responsibilities with respect to the acquisition, ownership, use, operation, improvement, maintenance and eventual disposition of the rail corridor.”
